1.  Holston Hills Hosts Annual Garden Sale
 
The Holston Hills Annual Garden Sale will take place on Saturday, May 6, from 9 a.m. to 2 p.m. The event will be held at the Holston Hills Community Park, located at the intersection of Chilhowee Dr. and Holston Hills Rd.
 
Lots of plants and accessories will be available for sale, including perennial plants and annual plants, native plants and houseplants, garden treasures, hanging baskets, and more!
2.  Neighborhood Advisory Council Meets Tomorrow
 
The Neighborhood Advisory Council (NAC) will meet tomorrow, Wednesday, April 12, 4:30-6 p.m. in the City County Building’s Small Assembly Room, 400 Main Street. 
 
Chief Community Safety Officer LaKenya Middlebrook will speak to the group about what their office is doing to address and prevent violence in our community. Tiffani Toombs will also speak about her role as a grant writer for the City and how she is assisting the African American Equity Restoration Task Force.

3.  Register Now for Mandatory Neighborhood Small Grants Program Workshop
 
It’s that time of the year again!
 
Neighborhood groups wishing to apply for the Neighborhood Small Grants Program (NSGP) for the 2024 grant cycle must send a representative to one of the three scheduled pre-application workshops.
 
NEW for this grant cycle: The person who attends the workshop must be the primary contact for the project.
  • Pre-Application Workshop A          10 a.m. Saturday, April 15, 2023 (Zoom)
  • Pre-Application Workshop B          6 p.m. Tuesday, April 25, 2023 (In person)
  • Pre-Application Workshop C          5 p.m. Wednesday, May 3, 2023 (Zoom) 
You must register to attend one of these workshops by contacting Hayley Howard at 865-215-2113 or hho...@knoxvilletn.gov. Also contact Hayley if a neighborhood representative absolutely cannot attend any of these three workshops.

4.  East Knoxville Community Open House is Tonight
 
The East Knoxville Community Open House is tonight, April 11, from 5-7 p.m. at the Jacob Building, 401 Lakeside Dr.
 
The event’s format is the same as open houses held in February in North and South Knoxville. Residents are welcome to attend any time during the event.
 
More than 14 City departments are hosting tables with information, and attending staff will answer questions about many projects located in East Knoxville including:
  • Magnolia Avenue streetscapes project
  • Burlington streetscapes and neighborhood signage
  • Magnolia / Rutledge Pike / Asheville Highway study
  • Affordable housing programs and opportunities
  • East Knoxville greenway and Morningside Park developments
  • Community Empowerment and African American Equity Restoration Task Force
Community partners Trees Knoxville, The Muse, KCDC, KUB, the KKC Sports Authority, Tennessee Valley Fair, Zoo Knoxville, Emerald Youth Foundation, and Knox County Head Start will also be in attendance to inform guests about projects and programs including the Urban Forest Master Plan, the multi-use stadium project and more.

5.  Board of Zoning Appeals Meets Next Week
 
The Board of Zoning Appeals will meet next Tuesday, April 18, at 4 p.m. in the Small Assembly Room of the City County Building, 400 Main St.
 
The Board will consider variance requests at the following addresses:
  • 415-417 Lovenia Ave.
  • 4101 Westgate Dr.
  • 4800 N. Broadway St.
  • 2218 Cumberland Ave.

6.  Historic Zoning Commission Also Meets Next Week
 
The Historic Zoning Commission will meet on Thursday, April 20, at 8:30 a.m. in the Small Assembly Room in the City County Building, 400 Main Street.
 
Properties being addressed at this meeting will include:
  • 920 Eleanor St.
  • 101 E. Fifth Ave.
  • 121 Leonard Place
  • 505 E. Scott Ave.
  • 1009 Gratz St.
  • 523 Scenic Dr.
  • 1128 Gratz St.
If any of these properties are in your neighborhood, you may wish to attend in order to speak to any issues or concerns there may be.
 
7.  Housing and Neighborhood Development Plan Public Input Meeting
 
The City of Knoxville’s Housing and Neighborhood Development Department seeks input from residents on the Year Four Annual Action Plan Update for the City’s Five Year Consolidated Plan. A public meeting will be held Wednesday, April 26, at 6 p.m., at the City’s Public Works Service Center, 3131 Morris Ave., to discuss and hear input for the 2023-2024 plan.
 
The Draft Annual Action Plan, which describes how the City proposes to use federal funding for housing and neighborhood development programs beginning July 1, 2023, is posted for review at www.KnoxvilleTN.gov/Development (under the “Reports and Plans” tab); download the PDF here. This report provides a great overview of how the HND department works with the community to identify priorities and allocate federal and local dollars to meet community needs.
 
We want your input! Comments will be accepted through Monday, May 1.

8.  Knoxville Participates in City Nature Challenge
 
The Tennessee Butterfly Monitoring Network and Zoo Knoxville, in partnership with the City of Knoxville, are coordinating the 2023 City Nature Challenge for the Knoxville area on Friday, April 28 thru Monday, May 1.
 
The City Nature Challenge is a bio-blitz, in which cities all over the world collaborate to observe as much wildlife – wild plants, animals, fungi, insects, etc. – as possible.
 
What does it mean to observe wildlife?  In this case, it means to take photos of and upload to a website.  You do not need to know what species something is.  All you need to do is take photos and upload them. 
 
What are the steps to observe and document?
  • Download the iNaturalist app at www.iNaturalist.org to your smartphone
  • Create an account for yourself
  • Take photos of the wildlife at different angles, if possible, while on the app
What if you don’t have a smartphone?  You may still take photos with a camera and then upload them to iNaturalist later.
 
If you would like to join a group bio-blitz activity, head to South Doyle Middle School (3900 Decatur Drive) on Saturday, April 29, 10 a.m.-12 noon. Science teachers will have an established area for participants to observe plants, insects, birds, aquatic life, and other wildlife together.
 
Anyone who would like training on how to download the app and use it, there will be a training on Thursday, April 13, from 5-7, at South Doyle Middle School.  You will be able to drop in any time between 5-7 p.m. Folks will show you how to download the app, show you how to take the photos, and upload them.

9.  Kid A’Riffic Fun in the Park Begins June 7
 
Kid A’Riffic Fun in the Park, an event series sponsored by Home Federal Bank, is back this summer with free fun for families!
 
Hosted by the City’s Office of Special Events, Parks and Recreation, and several community partners, each Kid A’Riffic event offers activities, games, hands-on crafts and other fun pursuits for families with children age 2-12.
 
Participation is free and no registration is required! Kid A’Riffic events will be held on Wednesdays during June and July from 10 a.m. to 1 p.m. in several different areas:
  • June 7 – Fountain City Park, 117 Hotel Rd.
  • June 14 – Chilhowee Park, 3301 E. Magnolia Ave.
  • June 21 – Safety City, 165 S. Concord St.
  • June 28 – Fort Kid, 1049 World’s Fair Park Dr.
  • July 12 – Ijams Nature Center, 2915 Island Home Park
  • July 19 – Lakeshore Park, 5930 Lyons View Pike 
  • July 26 – World’s Fair Park

10.  Major Upgrades Coming Soon To Augusta Quarry
 
Last month, work began to install electric, water and sanitary sewer utilities to support planned amenities coming soon to Augusta Quarry at Fort Dickerson Park.
 
During construction, some areas of the park will not be accessible, including the quarry lake. The quarry closure is a short-term inconvenience to swimmers and visitors, but it is necessary for significant long-term gains.
By late spring or early summer 2024, Augusta Quarry will boast many new amenities:
  • New restrooms, changing rooms, and a vendor pavilion
  • An expanded overlook on the western side of the quarry 
  • New floating beach and swim platforms – several attached to the western and southern sides of the quarry, and another circular floating dock that's offshore
  • An improved, more accessible walkway and partially terraced gathering spaces connecting the Augusta Quarry parking lot and the water's edge 
The improvements at Fort Dickerson have been made possible through a partnership with The Aslan Foundation. A collaboration of consultants created a one-of-a-kind design, honoring the unique historical and natural character of this Urban Wilderness gem: Sanders Pace Architecture, Port Urbanism, JMT Engineering, and Haines Structural Group.
 
Look for utility work to be completed by late summer 2023, with construction and installation of the restrooms, floating docks and more to be completed by summer 2024.
 
While the quarry side of the park is closed, visitors can still enjoy the picnic areas and 3.5 miles of trails on the eastern side.
 
Down the road, the City’s next investment in Fort Dickerson Park will focus on improving the overlook on the east side and protecting and enhancing access to the historic Civil War earthworks.
