1.  Holiday Events Include Home Tours, Decorating Contests, Parties

Neighborhood and community-based organizations across the city are planning a variety of holiday events this month.

Historic Old North Knoxville will host its 26th Annual Victorian Holiday Tour of Homes this weekend, and the general public is invited.

The Candlelight Tour will occur from 4-9 p.m. Saturday, Dec. 6, followed by an Afternoon Tour on Sunday December 7, 12:30 p.m.-5 p.m. The event showcases nine Victorian and Craftsman style homes plus one historic church, all decorated for the holidays. Over 1,700 people --- a record for this event --- took the tour in 2012.

Home Tour tickets are now on sale at 15 area Kroger stores and via PayPal at www.OldNorthKnoxville.com. Advance tickets are $10 and on sale until midnight on Friday Dec. 5. Day-of-event tickets cost $15 but $10 for seniors. Children under 12 are free with an adult.

Guests should allow themselves two to three hours to enjoy the event. Some walking is necessary, and some houses have steps. Details and a preview of the homes can be found at www.oldnorthknoxville.com  or www.facebook.com/ONKhometour.

Per tradition, Beaumont Community Organization will turn its regular December meeting into a holiday potluck for neighborhood residents and their families.

Chilhowee Park Neighborhood Association has announced its first annual holiday home-decorating contest. Participation is free and open to all CPNA residents. Residences that are decorated and with lights turned on will be judged on Saturday, Dec. 20, from 6-8 p.m. when judges (who are not residents of the neighborhood) make the rounds.

The first place winner will receive a $50 VISA gift card.  Second and third place winners will receive a $25 VISA gift card.  Winners will also have their houses featured on the CPNA website, Facebook, and possibly the local newspaper.

Fairmont-Emoriland Neighborhood Association is hosting its annual Historic Homes Tour on Sunday, Dec. 14, for neighborhood residents.

Five Points Up, a community-led group organized to beautify and unify Five Points and East Knoxville, is hosting its first ever Five Points Up Winter Wonderland event on Tuesday, Dec. 16, from 5 to 7 p.m. at Dr. Walter Hardy Park, 2020 Martin Luther King Jr. Ave.

The event will include a live choir, dance performances, caroling, and holiday treats, as well as holiday lights and décor all around. Also, organizations that work alongside the Five Points community will be available to meet with community members and provide more information about themselves. Forest Heights Homeowners Association has invited residents of that neighborhood to a tour of five homes in the neighborhood this coming weekend. The tour will be followed by a social gathering.

South Knoxville Neighborhood and Business Coalition --- composed of neighborhood organizations and a business association in South Knoxville --- once again is planning a holiday party at a member’s home.

2.  Twelve to Graduate Saturday from Leadership Training Program

Twelve current and emerging neighborhood leaders have completed the City of Knoxville’s “Building Strong Neighborhood Organizations” leadership training program, and they will receive graduation certificates this weekend.

The ceremony --- to be held at 1 p.m. Saturday, Dec. 6, at the United Way building, 1301 Hannah Avenue --- will feature presentations by members of the class, poems by spoken word artist Black Atticus, and the awarding of certificates by Mayor Madeline Rogero. All are welcome.

Over an 11-week course, these participants grappled with the challenges and opportunities involved in creating and sustaining strong neighborhood organizations. Course topics included leadership styles, how to run an effective meeting, making controversial decisions, strategic planning, recruiting and retaining members, and building community by focusing on assets rather than problems.

The Office of Neighborhoods offers this course each fall.

3.  City Seeks Nominations for Good Neighbor of the Year

Do you know someone who goes the extra mile to make his or her neighborhood a better place?

Perhaps he or she welcomes new neighbors, volunteers to help neighbors in distress, or works tirelessly in service to the entire neighborhood and/or neighborhood organization.

How about someone who tries to make sure everyone in the neighborhood feels included? Or who shows up to lend a hand at every neighborhood potluck, community cleanup and neighborhood meeting?

There are many people who fit this description. Why not nominate someone you know for the City of Knoxville’s Good Neighbor award?

The Diana Conn Good Neighbor of the Year Award is presented annually to a Knoxville resident who --- in a spirit of cooperation and with commitment to inclusive community --- has devoted time and talent in service to his or her neighbors and neighborhood.

Named after the late Diana Conn, the award is meant to honor someone who makes a positive contribution at the neighborhood level without seeking recognition for their service.

Nominations are now open and will be accepted through Wednesday, Jan. 28, 2015.  The nominee must be a resident of the City of Knoxville.

The Mayor’s Neighborhood Advisory Council will choose the winner from the pool of nominees.  The winner, along with other finalists, will be honored during the city- and county-wide Neighborhood Conference to be held Saturday, March 7, 2015, at the Knoxville Convention Center.

4.  Forum to Address Community Concerns about Police

The Knoxville Police Advisory and Review Committee (PARC) is inviting Knoxville citizens to a community forum in an effort to strengthen the relationship between members of the Knoxville Police Department and the citizens they serve.

The PARC Community Forum will be held from 6 p.m. until 7:30 p.m. this coming Monday, Dec. 8, at Vine Middle Magnet School, 1807 Martin Luther King Jr. Avenue. Mayor Madeline Rogero, KPD Chief David Rausch and the KPD Command Staff will be on hand to address any concerns or safety issues.

5.  Workshop to Offer Tips on Lowering Utility Bills

Customers of the Knoxville Utilities Board (KUB) may well remember last winter’s “Polar Vortex” that sent temperatures into the single digits for days on end, resulting in higher-than-normal utility bills and squeezed household budgets.

There are two primary ways to lower utility bills. One is to weatherize your home --- a real challenge on a limited budget or if your landlord declines to insulate the attic. The other way is to change the way we use our energy-hungry appliances. But there’s more to it than turning down the thermostat at night and wearing a sweater inside the house. If you are looking for tips on how to stay warm and still save money, then the upcoming “Home Energy Efficiency Workshop” is just your cup of hot tea.

The workshop will be held from 5 p.m. to 6:15 p.m. Wednesday, Dec. 10, in the library of Lonsdale Elementary School, 1317 Louisiana Avenue. This event is sponsored by the City of Knoxville’s Office of Sustainability, KUB, CAC (Community Action Agency), and SEEED (Socially Equal Energy Efficient Development).

Meanwhile, KUB in late November unveiled a new way to raise funds for CAC’s weatherization program.  Under the new program --- called “Round It Up: Pennies for a Purpose” --- KUB customer bills (starting next April) will be rounded up to the next dollar, with all of the excess money going to the CAC program to weatherize housing for low-income residents.

This idea came out of the Smarter Cities Partnership, led by the City's Office of Sustainability, which has been looking for ways to more efficiently use resources that get spent every year on helping people pay utility bills, often in very energy-inefficient homes and apartments.

The KUB program is entirely voluntary: Any KUB customer can opt out by calling KUB at (865) 524-2911. But the program could produce as much as $600,000 a year to help some of our most vulnerable citizens.

6.  MPC to Present Northwest City Sector Plan Recommendations

The Knoxville Knox County Metropolitan Planning Commission (MPC) will be presenting draft plan recommendations for the Northwest City Sector Plan this coming week.

This affects nearly a dozen neighborhood organizations. See list below.

On the MPC website --- at http://www.knoxmpc.org/northwestcity/index.htm --- you will find the plan update page, including the Draft Background Report, Adopted 2003 Northwest City Sector Plan, an online survey, past presentations, draft plan material, and the meeting schedule.

MPC staff urges neighborhood group leaders in the Northwest City Sector to make their friends, neighbors, family members and other interested parties aware of this information and encourage them to attend the December meetings.

The meetings will be held 6-7 p.m. Monday, Dec. 8, at Cumberland Estates Recreation Center, 4529 Silver Hill Drive, and 6-7 p.m. Thursday, Dec. 11, at Middlebrook Pike United Methodist Church, 7234 Middlebrook Pike.

7.  Mayors Name Jeff Welch as Interim MPC Executive Director

Knoxville Mayor Madeline Rogero and Knox County Mayor Tim Burchett announced last week that Jeff Welch will serve as interim Executive Director of the Metropolitan Planning Commission (MPC) beginning Jan. 1, 2015.

Welch is Director of the Knoxville Regional Transportation Planning Organization (TPO), which is housed within MPC. He will serve in the interim position while a joint City-County committee conducts a search for a permanent replacement for MPC Executive Director Mark Donaldson, who is retiring at the end of the year.

Welch, a Certified Planner by the American Planning Association, has been TPO Director for 29 years and has served as interim MPC director once before. TPO is the federally designated Metropolitan Planning Organization for the Knoxville Urban Area, which consists of all of Knox County plus the cities of Alcoa, Maryville, Clinton, Loudon, Oak Ridge and Lenoir City, and the unincorporated area of Seymour, and their associated counties.

The MPC Executive Director search committee is advertising nationally for the position. Applications are due in by Dec. 31, 2014. 8.  Council, MPC Meet Next Week

Knoxville City Council meets next Tuesday night, and the Metropolitan Planning Commission meets on Thursday afternoon. The agendas for both bodies include items that may be of interest to some Knoxville neighborhoods.

Council normally meets every two weeks, but the second meeting this month will be held on Thursday, Dec. 18, rather than Tuesday, Dec. 23. MPC meets on the second Thursday of each month. See the calendar below for meeting details.

Neighborhood leaders are strongly advised to review agendas as soon as they are available, to find out if a pending item might affect their neighborhoods. Typically, neighborhoods pay the most attention to rezonings and uses on review, which originate with MPC but end up at Council automatically or on appeal.
