1.  Who Is Your Officer Liaison?
 
Knoxville Police Department’s (KPD) subset of officers known as Officer Liaisons are now called Community Partnership Officers (CPOs).
 
CPOs are assigned specifically to one of KPD’s three districts. Their role is to help facilitate community-engagement opportunities, establish community partnerships, oversee public awareness and educational efforts regarding criminal activity and crime prevention measures, and solve the unique problems that impact the residents and neighborhoods within their district.
 
West District CPOs include:

To find your police district, please visit the City’s website.  A good indicator of districts is any neighborhood East of I275 is in the East District, any neighborhood West of I275 is in the West District, and Central District includes South Knoxville, Downtown, and Fort Sanders/University of Tennessee. 
 
We are still accepting Officer Liaison of the Year nominations.  The deadline was extended to Friday, Dec. 15.  See the website for the application.
2.  Neighborhood Holiday Events in the City
 
Happy Holidays, everyone! Here are some activities neighborhood organizations are doing around the city to have fun during the holiday season. We are showcasing what they are doing in hopes to inspire you to create fun in your neighborhood.
  • Historic Sutherland Heights Neighborhood Association is having their annual neighborhood Christmas party. There will be games, music, and a “Dirty Santa” gift exchange.
  • West Hills Community Association is having “Holiday at the Gazebo” with letters to Santa, food trucks, and an annual bike where they decorate their bikes for the holiday.
  • Westwood Homeowners Association is having a Holiday Dinner Party to drink and dine with neighborhood friends, family, and colleagues.
 Whether you are shopping, caroling, or hoping for a white Christmas, always make sure you stop and spend time with the ones you love. #KnoxNeighbors
3.  NAC Will Not Meet This Month
 
This is a reminder that the Neighborhood Advisory Council (NAC) will not meet this month.
 
The NAC will meet again on Wednesday, Jan. 10, at 4:30 p.m. in the Small Assembly Room of the City County Building, 400 Main St.

4.  Neighborhood Achievement Award Nominations – Now Open!
 
Nominate your neighborhood for the Neighborhood Achievement Awards!
 
Nominations must be submitted by Friday, Jan. 26, by 4:30 p.m.
 
What creative, interesting, resourceful, clever projects have your neighborhood organizations done over the past year? 
 
Whether your organization is large or small, well established or brand new, your group is encouraged to apply for these awards, which showcase accomplishments by neighborhood groups during the 2023 calendar year. Winners receive $100 for their neighborhood organization to use on future initiatives. Don’t miss this opportunity to receive recognition for the work your neighbors have done throughout 2023.

Examples of accomplishments include, but are not limited to:
 
  • Beautification and place-making projects, green spaces and community gardens, and other physical improvements to the neighborhood; 
  • Projects, events, and activities that focus on connecting neighbors with one another, such as street fairs, potlucks, home tours, holiday celebrations, and neighbors helping neighbors;
  • New or ongoing communication efforts such as newsletters, social media, and phone tree networks; and 
  • Activities involved in launching, reviving, or strengthening a neighborhood group.
 
Neighborhood Achievement Award recipients will be recognized at the invitation-only Neighborhood Awards Dinner in the spring.  
 
We are excited to see what creative things you have done in 2023!
 
5.  BZA Meeting
 
The next Board of Zoning Appeals meeting is scheduled for Tuesday, Dec. 19, at 4 p.m. in the Small Assembly Room of the City County Building, 400 Main St.

6.  City Services Announce Winter Holiday Schedule
 
City of Knoxville offices, including 311, will be closed Friday, Dec. 22, Monday, Dec. 25, and Monday, Jan. 1.
 
There will be NO household garbage or recycling collection on Monday, Dec. 25, and Waste Connections’ office will be closed. Monday routes will be picked up on Tuesday, Tuesday routes will be picked up on Wednesday, and so on through Saturday. Regular trash/recycling schedules will resume for Monday, Jan. 1.
 
Between Tuesday, Dec. 26, and Friday, Jan. 5, properly bagged excess holiday household trash and broken-down cardboard set next to full garbage carts will be picked up.
 
Downtown trash and recycling will not be picked up on Monday, Dec. 25.
 
The city's five recycling centers will be open, but the Goodwill attendant will only be available for household goods donations for half a day on Sunday, Dec. 24. The center will be unstaffed but open for recycling drop-off on Monday, Dec. 25, and Monday, Jan. 1.
 
The city's Solid Waste Facility located at 1033 Elm St. will be closed on Friday, Dec. 22, through Monday, Dec. 25, with normal hours resuming on Tuesday, Dec. 26. For the New Year’s holiday, the Facility will be closed on Saturday, Dec. 30, and Monday, Jan. 1 with normal hours resuming Tuesday, Jan. 2.

7.  Does Your Neighborhood Need Interpretive Services?
 
Neighborhoods registered with the City of Knoxville’s Office of Neighborhood Empowerment can get assistance for interpretation services for your neighborhood meetings and events. 
 
If you have a neighbor who needs a sign language interpreter, a Spanish interpreter, or any other language interpreter to attend your neighborhood meeting, the City would like to help make that service accessible.

8.  What is Placemaking?
 
Placemaking is a multi-faceted approach to the planning, design, and management of public spaces. Placemaking capitalizes on a local community's assets, inspiration, and potential, with the intention of creating public spaces that promote people's health, happiness, and well-being.
 
Placemaking inspires people to collectively reimagine and reinvent public spaces as the heart of every community. Strengthening the connection between people and the places they share, placemaking refers to a collaborative process by which we can shape our public realm in order to maximize shared value. More than just promoting better urban design, placemaking facilitates creative patterns of use, paying particular attention to the physical, cultural, and social identities that define a place and support its ongoing evolution.
 
Placemaking is centered on observing, listening to, and asking questions of the people who live, work, and play in a particular space in order to understand their needs and aspirations for that space and for their community as a whole.

9.  Keep Knoxville Beautiful Accepts Orchid Award Nominations
 
Keep Knoxville Beautiful is now accepting nominations for their 2024 Orchid Awards.  The nominations are open through Friday, Dec. 15.
 
Anyone can nominate a location, person, organization or outdoor public artwork by completing a simple online form on Keep Knoxville Beautiful's website.
 
Orchid Awards will be granted in the following 12 categories:
 
  • New Architecture
  • Redesign/Reuse
  • Outdoor Space
  • Community Project
  • Public Art
  • Regreening
  • Pillar of the Community
  • Changemaker
  • Waste Wise
  • Spruce Up
  • Nowhere to Somewhere Placemaking
  • Environmental Preservation
 
Private residences are not considered for this award. Properties that received an Orchid Award since 2014 are ineligible, except in cases of major renovations. For a list of previous winners, visit the Keep Knoxville Beautiful website.
 
Keep Knoxville Beautiful will announce the winners of the beautification awards at the annual Orchids Awards on Wednesday, Feb. 7, 2024 at the Mill & Mine.
 
Since 1979, Keep Knoxville Beautiful has presented Orchid Awards to Knoxville and Knox County buildings, projects, outdoor spaces, individuals and organizations that work to make a cleaner, greener, and more beautiful community.
