1.  City Announces Memorial Weekend Schedule
 
City of Knoxville offices, including the Office of Neighborhood Empowerment, will be closed on Monday, May 29, for the Memorial Day holiday.
 
Waste Connections will run residential garbage and recycling routes on Monday, May 29. As a general reminder, Thanksgiving and Christmas are the only days of the year when residential curbside trash and recycling are NOT picked up as scheduled. 

Downtown trash and recycling will also run on its regular schedule throughout the Memorial Day weekend.
 
The City's five recycling drop-off centers will be open, but the Goodwill attendant will not be present to receive donations of household goods.
 
The City's Solid Waste Facility, 1033 Elm St., will be closed Saturday, May 27, through Monday, May 29, resuming normal operating hours on Tuesday, May 30.

2. Town Hall East Elects New Officers

Town Hall East held its annual election on Monday, May 8. These newly elected officers will serve a one-year term.

  • Treasurer – Michael Moore

3. South Knoxville Group Hosts Commercial Zoning Meeting
 
The South Knoxville Neighborhood & Business Coalition (SKNBC) is hosting a community meeting to help residents learn more about a proposed change to General Commercial Zoning (C-G-2 & C-G-3) specifications.
 
The meeting will be held this Thursday, May 25, from 5-6:30 p.m. on the patio at 71 South, South Knoxville’s newest restaurant, located at Baker Creek Bottoms. 
 
This zoning change, if approved, could affect Chapman Highway south from Young High Pike.
 
The purpose of the C-G General Commercial Zoning District is “to provide for a heterogeneous mix of retail, personal services, office and residential uses…” and is intended to promote mixed-use development in a pedestrian-oriented development.
 
The change is being recommended to remove the build-to-percentages and build-to-zones for this area. The current standards require new buildings to be built closer to the road, like the new Fast Pace Health location across from Checkers. Having buildings closer to the road makes the area more walkable.

 

4.  Cumberland Estates Hosts Neighborhood Yard Sale

Cumberland Estates Neighborhood Watch
will host its Annual Neighborhood Yard Sale on Saturday, June 10, 9 a.m.-3 p.m. Times may vary based on the individuals participating.
 
Residents planning to participate have been encouraged to place signs in their yards to direct people to the residences participating in the sale. The residents hope that you will stop by and say hello!
 
The Cumberland Estates neighborhood is located off Western Ave. near the Strike and Spare Bowling Alley. The entrance to the neighborhood is located on the corner of Western Ave. and Palmetto Rd.

5. No Newsletter Next Week
 
The Office of Neighborhood Empowerment will not produce a newsletter on Tuesday, May 30. We will be back to it on Tuesday, June 6.
 
If your neighborhood would like for us to publish your event, elections or share an idea your neighborhood has had, reach out to Hayley or Debbie to see about getting it in the newsletter.
 
The deadline to request an article in the newsletter is the Friday prior to publication on Tuesday. 

 
 6. What did the City Nature Challenge Accomplish? 

The Tennessee Butterfly Monitoring Network and Zoo Knoxville, along with the City of Knoxville and South Doyle Middle School, coordinated the 2023 City Nature Challenge for 2023 in and around Knox County from April 28 to May 1.
 
In the Knox area – 14 counties in central East Tennessee and northern Cumberland Plateau – 384 observers made 3,573 observations that included 1,088 species ranging from very small (amphipods and fungi) to very big (black bears). Our most observed species was Lyreleaf Sage, a native wildflower.
 
At a bioblitz held at Baker Creek Preserve on April 29, 15 observers made 200 observations of 91 species along Baker Creek in just a couple of hours. Observers included ZooCrew Teen Conservation members, plus South Woodlawn Neighborhood Association members and South Doyle teachers and students. Note that the numbers above are as of Monday, May 8. As people continue to upload observations from that weekend, the numbers may grow. 
 
Worldwide, more than 66,394 people made 1,870,763 observations of wildlife. This included over 57,227 species, with more than 2,570 species that are rare, endangered or threatened. The most observed species was the Mallard Duck (Anas platyrhynchos), which is introduced and considered invasive in some countries.

This four-day campaign to observe wildlife around the world can help scientists see changes in distribution, phenology, and abundance of all types of wildlife while engaging the public in science in their backyards. That engagement often continues throughout the year.
 
Thank you to everyone who participated in the City Nature Challenge this year! We hope you’ll plan to join us next year on the last weekend of April for City Nature Challenge 2024.

7. BBB and POH Meet This Week
 
The Better Building Board (BBB) will meet this Thursday, May 25, at 3:30 p.m. in room 461 of the City County Building.
 
A Public Officer Hearing will take place this Friday, May 26, in the City County Building Small Assembly Room at 9:30 a.m.
 
For the BBB, two properties will be reviewed for Determination of Blight: 1509 North Fourth Ave., and 412 Ocala Dr., including the accessory structure.  Also, 1209 will be reviewed for a Certification of Blight. 
 
For the POH, three properties will be discussed under new Business: 622 Fern Street, 1620 Lenland Ave., including accessory structures, and 1106 Raleigh Ave., including the accessory structure.  Properties that will be discussed under Boarding Approvals are 2313 Martin Luther King Jr. Ave., 205 North Olive St., and 2526 Washington Ave.
 
If any of these properties are in your neighborhood, you may wish to attend the meeting in order to speak to their condition.

8.  PARC Meeting Has Been Rescheduled to This Thursday
 
The Police Advisory Review Committee (PARC) will hold its quarterly meeting on Thursday, May 25, at 6 p.m., at the Beck Cultural Center, 1927 Dandridge Ave.  They will review reports that came in between Jan. 1-Mar. 31. This meeting was rescheduled from last Thursday, May 18.
 
PARC reviews, by community request, cases of alleged police misconduct that have completed the Knoxville Police Department’s Internal Affairs investigation process.
 
Please use this form to sign up to speak during the public forum portion of the PARC meeting. Confirmed speakers will receive a confirmation email from PARC.

Residents may also sign up in person the day of the meeting between 5:30-6 p.m.

9. City Hosts West Knoxville Community Open House
 
The City will host a West Knoxville Community Open House on Thursday, June 1,
4:30-6:30 p.m. at Bearden Middle School, 1000 Francis Rd. Attendees should use the driveway entrance located on Middlebrook Pike.
 
West Knoxville neighbors and stakeholders are invited to attend and learn about a number of projects in West Knoxville.
 
Constituents can attend anytime during the open house to learn more about a variety of projects, including:
  • Pleasant Ridge Road Phase II
  • KUB Fiber Internet
  • Kingston Pike Complete Connections
  • African American Equity Restoration Task Force
  • Northwest Greenway Connector
  • Middlebrook Advanced Traffic Management System
  • Lakeshore and West Hills Park
  • Signal at Gleason and Downtown West
  • Neighborhood Traffic Calming and more.

10.  UT Medical Center Hosts Free Hands-Only CPR Demonstrations
 
The University of Tennessee Medical Center will host Free Hands-Only CPR skills demonstrations from 9 a.m. to 1 p.m. on Thursday, June 1, and Friday, June 2, in the Heart Hospital Conference, located just inside the Heart Hospital entrance at Fountain Circle, 1924 Alcoa Hwy. Please park in Garage 1 or 4.
 
Registration is not required, but if you have a large group, they request that you email c...@utmck.edu so they can better prepare. Any questions can also be sent to the aforementioned email.

11. Join BWK for Open Streets on June 4

Join Bike Walk Knoxville for Open Streets Knoxville in the Downtown North area on Sunday, June 4, from 2-6 p.m. 
 
This year’s event will close roads around Emory Place, including portions of W. Depot Ave., N. Central St. and N. Gay St., creating a car-free footprint for a variety of activities. Learn more by viewing the Open Streets map.
 
Open Streets Knoxville closes local streets in order to bring together community groups and local businesses, giving people of all ages and abilities the opportunity to walk, ride bikes, hula-hoop, and much more. More than a street festival, Open Streets Knoxville gives residents an opportunity to explore neighborhoods and local businesses in a safe, fun, and family-friendly way.
 
Participants can enjoy being physically active and visiting local businesses by foot or on bike. It encourages the use of active transportation and healthy living, and has a goal of giving residents an opportunity to rethink our streets as public space.

12.  Rescheduled Date for Walk with Elected Officials

Bike Walk Knoxville is hosting a walking tour with local elected officials that connects Pond Gap, Forest Heights, and Bearden neighborhoods.
 
The rescheduled date is Tuesday, June 6, at 6 p.m.
 
Attendees will meet at Everly Brothers Park, 4635 Kingston Pike, and walk about one mile. Afterwards, guests are invited to attend pint night fundraiser at Albright Grove Brewing Co. on Sutherland Ave.

13.  CMC Peace Out Event is Fast Approaching
 
The Community Mediation Center’s Third Annual Peace Out event is fast approaching.  The 5k Run/Walk will take place on Saturday, June 10, at Ijams Nature Center, 2915 Island Home Ave. 
 
Race check-in is at 7:30 a.m. with the race beginning at 9:00 a.m. It costs $45 to register for the 5K Run/Walk, and profits from every registration will be matched by a generous anonymous donor. Your participation will have twice the impact. 
 
Each participant (over age 21) will receive 2 beer tickets with registration. Post-race refreshments are supplied by Fanatic Brewing Company.  Food and drink will be available for purchase.  Spiff bags will be distributed with snacks, gifts and coupons.  Prizes will be awarded for 1st, 2nd and 3rd place finishers.
 
Not a runner?  No problem.  You can still come out and either walk or cheer on the participants and donate to Community Mediation Center.  All donations will be matched.
