have you checked that those clients failing aren't using a browser in private mode?

I am working on an application in which we run through a video ( A retail shop video) in flex application. We have different Icons for males and females, as someone moves in the video, we move the icon. Now when we save the session and login again. The session is restored properly. Since this application is used by many users, some of the users session is not getting restored after login. All users have different Desktop machines. I dont know why Client Persistence is working for some users and not working for other users. I just want to know that, Are there any read/write or administrative rights required for this?
