Let's hope for a successful outcome at the Senedd debate on Wednesday 1st October.

Great to know Pauline will be there on wednesday for the debate.
I sent a message last week to 30 groups/individuals that work to help swifts in Wales, the main ask being to contact their local Members of the Senedd and encourage them to support the proposal - as Elfyn's done - diolch Elfyn! Please see the message below and briefings for MSs attached - and if you haven't already, please share with anyone Wales-based. Also attached an open letter to the Deputy First Minister from our Youth Forum young people, and a personal account from one of its members. 
I'm going down to Cardiff on Wednesday too - I'll look out for Pauline. I know Strinda from Porthcawl Swifts is also going, and some representatives of the Wildlife Trusts Youth Forum - I'll try and find out who else is planning to be there as well.

As you may know, in 2024, over 10,000 people signed a Senedd petition calling for the Welsh Government to install swift bricks in all new buildings in Wales. That proposal is now scheduled for debate in the Senedd on October 1st. 
On behalf of North Wales Wildlife Trust and RSPB Cymru, I'm asking everyone who champions swifts and works to help them, to please email their constituency and regional MS’s and encourage them to support the proposal and speak up for it when it's debated in the chamber.  If you're able to include an example of swift decline in your own area, and/or the work of your own group, or personal experience, this could help make it locally relatable - but bear in mind MSs are busy people and probably won't read anything longer than a single page! Senedd Members will already be receiving briefings prepared for them by North Wales Wildlife Trust and RSPB Cymru, that set out the arguments for backing the proposal (attached FYI).  

Please email your MSs after the 22nd September - that's when they are back from recess, and we want to coordinate the campaign to give it the most impact. If you're active on social media, please also spread the word about the debate and help show MSs that this is a measure that matters to people.
And if you want to join those of us showing our support for this in person at the Senedd on October 1st, please let me know.

For further info, here's an explanation of the background to the debate, and the political process: 
The Senedd Petition “Legislate to ensure Swift bricks are installed in all new buildings in Wales” was created by Julia Barrell. The petition gathered large numbers in support reaching over 10,000 signatures. Since last spring the petition has been under the consideration of the Petitions Committee in the Senedd who before the summer recess recommended the petition be debated by the full Senedd. The 30 minute debate scheduled for 1st October, is an important opportunity for Senedd Members from across the political spectrum to express their views on the issue and to show they are supportive of the petition. The relevant Cabinet Secretary will then respond for the Welsh Government at the end of the debate. The Petitions Committee will likely meet following the debate to reflect on the debate and government response.

It’s today Louise – will report back! Ben reports that ‘the Plenary session starts at 1.30pm but I've heard from RSPB Cymru that there are a lot of agenda items to get through and that the swift brick discussion should start at 3.55pm, though times may change’.

I didn’t attend the Senedd debate but I watched it ‘live’ as it took place. Some of the Senedd members were supportive of mandating swift bricks into new builds others not so supportive of the idea. Anyway swifts had a good hearing so that’s a step forward. It’s not the end of the matter as there will be further debate on this:
I’m awaiting a response from Ben Stammers of the North Wales Wildlife Trust. He was at Senedd debate. I’m hoping he will mail something on the SLN. Network.

I was there at the Senedd along with Strinda from Porthcawl Swifts, Pauline from Brecon & District Swift Group, Alex and Sarah from Wildlife Trusts Wales and Fred from Cardiff Youth Forum. 

We already had a good idea of what Welsh Government's response to the proposal was going to be - and that's pretty much what was delivered by Rebecca Evans, Cabinet Secretary for Economy, Energy and Planning. Whilst acknowledging swift decline and a need to address it, and accepting that swift bricks could be part of the solution, they reject the idea of mandating for a 'single species', mainly on the grounds that it could cloud the other biodiversity requirements already in place for developers of new-builds (in Wales there is a system of Net Biodiversity Benefit which is supposed to be shown). Concerns were raised about unintended consequences, and it was hinted that developers would try and claim swift bricks as the only requirement necessary to fulfil NBB.  

Those of us who've been working on the petition and campaign for the last year and more believe this is nonsense, and a cop-out.  Shaun Gaffey who's an expert in environmental planning at RSPB Cymru is preparing a more technical rebuttal of this claim in a letter to the Petitions Committee, but essentially it should be entirely possible to integrate mandatory swift bricks without compromising or complicating NBB. We intend to make this point strongly to MSs and Ministers. We've heard today that the Petitions Committee have added swift bricks to the agenda for a meeting on October 20th and have asked for submissions by the 13th Oct. It's unlikely that anything more will be done in the short term as a result of that meeting but it's important to push back on this reasoning, and keep the campaign going.  

Government response was obviously disappointing and frustrating, but there were several positives from the debate - not least the fact that so many MS took part (not all who wanted to speak were given time), and that so many (from 3 parties - Plaid, Labour and Conservatives) spoke in favour of the motion. Jenny Rathbone (Senedd Swift Champion) made a timely correction of Joel James's contribution where he was clearly talking about house martins not swifts, and she also interrupted Rebecca Evans to contest the Govt argument, asking why requiring developers to spend £25 per dwelling on a swift brick would stop them doing other things for biodiversity - and pointing out the urgency of the need for action to address catastrophic decline. Other MSs spoke with warmth about swifts as symbols of summer and how they can inspire fascination. 

The other positive for me was the solidarity felt from meeting with other Welsh Swift activists, and our communal resolve to work together and continue fighting to get our Government to take this seriously. 

Ask - if you signed the petition, and/or contacted your MS ahead of the debate, it'd be great to get back to them now, feeding back your response, questioning those Welsh Govt arguments - and perhaps offering to meet them or take them around some swift brick/box sites in your area? Another focus going forward will be to get commitments to swift bricks into the manifestos of the main parties ahead of the May 2026 elections.

Great update Ben, thanks.
Its amazing what limp excuses they come up with to block something as simple as a Swift Brick! Or Bird Brick. Well done for getting the debate and keeping the pressure on. Great that such cross party support was shown too.

It’s today Louise – will report back! Ben reports that ‘the Plenary session starts at 1.30pm but I've heard from RSPB Cymru that there are a lot of agenda items to get through and that the swift brick discussion should start at 3.55pm, though times may change’.
