Quasi quotation for command line shell, for Linux bash and Windows cmd.exe???

These should be in some module, in the basic Swipl distribution, or in a pack??!! They could replace  the need to escape quotation marks (the tick and the double tick) and slashes, could they???, when writing stuff that is going to be used as a command line input
