IE7 fails to see stage on refresh or reload w/swfobject

This interactive map places the scroll bars and zoom buttons
dynamically based on the size flash area. That is, it should work
dynamically with whatever size area you specify in the embed.

With swfobject 2.1, works perfectly in Firefox and Safari, but works
on IE only on initial page load, fails on IE7 page revisit or page
refresh. What am I doing wrong?
