arid range and brush land use classifications

Looking at the SWAT database, SWAT treats Southwestern Arid Range (SWRN) the same as areas classified as range brush (RNGB) with respect to curve numbers and land cover/plant growth information which seems odd. Arid range is described as "areas of bedrock, desert pavement, scarps, talus, slides, volcanic material, glacial debris, sand dunes, strip mines, gravel pits, and other accumulations of earthen material. Generally, vegetation accounts for less than 15 percent of total cover." Why would this land cover be treated like a land cover classification (RNGB) with properties that would seem so different?

Question for you Glenn, where did you find the definition for "arid range"?  I have looked in the I/O document but I can't seem to find it.
