When you start the SWAT Editor it loads what it calls the 'SWAT
Parameter Geodatabase' and you can see it as the second option in the
main form. So you can see which database it is loading and either edit
that database by importing your dbf file, or make a copy of it, import
your dbf file, and change the database when you start the SWAT Editor.
QSWAT makes a copy of the master database into the project folder and
starts the SWAT Editor with that copy, so you can edit the copy and know
it only affects that particular project. Or you can edit the master
database C:\SWAT\SWATEditor\Databases\QSWATRef2012.mdb before you create
a project and the changes will affect all new projects (until you
reinstall QSWAT).
I don't use ArcSWAT, so I may be wrong, but I think it starts the SWAT
Editor with its master database, which is
C:\SWAT\SWATEditor\Databases\SWAT2012.mdb. In any case, as remarked
above, you can see what is used when the SWAT Editor is started.
