Query: Inversion of LSU labels

Hello all,
I have a confusion about the labeling of LSU indices. My model has 379 LSUs, labelled from 11 to 1912. 

For example, for the first set of LSU, there are two IDs, 11 and 12. 

For the last set of LSU (191st set), there are IDs 1911 and 1912.

However, there is a contradiction of LSU identity as per the sqlite database and the SWAT+ Editor assignment.

You can see in the pictures I attached that the coordinates and area of two LSUs with IDs 11 and 1911 are interchanged. (as per project database and GIS interface) 

So is the case for all other LSUs.

This is causing problems with snow cover assessment at any LSU. Which LSU lies where?

Any ideas why their assignment is inverted?
