Plants to implement animal herd simulation (.hrd) as per Bieger et al. 2017?

Title says it all. I was hoping to use the .hrd herd movement feature mentioned in Bieger et al. 2017 in my research to simulate livestock management impacts on water quality, but the SWAT+ Github manual says " There are no plans to work on the animal herd module in the foreseeable future unless there is a demand for it in the user community". Does anyone have any insight as to whether this feature will ever be implemented?
