Scenario Land Use Not Working

Component: Decision Tables- Scenario Land Use- lu_change_hru_fr
Area of impact: model output
2. Software Versions
GIS Interface: * SWAT+ Editor:3.2.3 * SWAT+ Revision:61.0.2
4. Description of Issue
The Problem: I plan to use the decision table function to realize the dynamic update of land use. However, I found that the model output remains unchanged whether I use the decision table or not. Is there something wrong with my dtl file? In addition, I have also added .upd files to the txtinout folder. Has anyone encountered the same problem?
