Unable to use land use update decision table

Hi Nancy,

 I am trying to use scen_lu.dtl decision table and for that I also created scen_dtl.upd file but when I run the model, I do not see my land use being updated. I have attached the txtinout file for your reference. Please let me know what the issue is. Thank you for your help.
