Scenario Land Use not working

I plan to use the decision table function to implement dynamic land use change. However, my simulation results remain unchanged whether I use Scenario Land Use or not. Could anyone help me solve this problem? Are there any issues with my dtl and upd files?

Both the upd files and the dtl need to be fixed.

See attachment and apply your own rules, based on your model and lums. The core logic has to be like indicated. Specifically see what name and dtl_name mean, as well as file_pointer.
