wetland and runoff from HRU

In hydrology.wet, hru_frac is documented as "fraction of HRU that drains into wetland". However, inspection of wetland_control.f90 suggests the full HRU area (hru(j)%area_ha) is used in the wetland water balance and HRU runoff is replaced by wetland outflow. How is hru_frac currently applied in the source code? Is this parameter only used for wetland geometry/storage relationships or does it actually control contributing drainage area?

When I doe I test with hru_fract = 0.1 or 0.9 the output of the HRU is the same. How can I implement small wetlands (pools) while keeping the original HRU/model structure?
