Civil Service page updates

QM and Omachuck were talking about Civil Service promotions, and that
led to a discussion on what the CS does and what it's supposed to do.
That, in turn, led to a re-write of the wiki article at
"https://tampaad.net/index.php?title=Civil_Service". I still think the
article is somewhat bipolar, but that's probably appropriate given the
condiitions of the service's birth.

Please let me know if there is a problem with anything on that page.
Like all the wiki articles, it's a work in progress.

Looks pretty much like an honest recap of the way the CS has evolved in the stories, with the caveat that local conditions always trump plans and policies - including how and to what people are promoted. Now, about Samantha...

She has always functioned above her stated rank and has been treated as though she ranks far above the cadet, O-2, she was in the 1st story. When she tested, she bypassed O-1 to O-2. Many stories have the AIs slotting new volunteers into really high ranks and positions (Including governor). That said, she should become at least an O-4 Centurion. Mike
