Wish to bring to the kind attention of Managing Committee (MC):
All collections by the Managing Committee or by any member thereof shall be strictly on the basis of resolutions passed there of by the General Body. The AGM held in July 2012 did not discuss fines for late payment on the subject of fund for Painting related works. Hence the statement in 2nd paragraph under item 2 in the circulated Minutes of Meeting held on 6 Jan 2013 is valid only if ratified by the the General Body.
In this aspect regarding painting related works, I note that there wasn't any response from the MC regarding suggestions in my mail dated 2 Oct 2012 (copy pasted below). I also regret to note the "no response" approach by the MC on suggestions through my mail dt 2 Nov 2012 to review & curtail the common electricity consumption.
For the Owners to make substantial payment other than regular monthly maintenance charge, its the responsibility of the MC to explain details of proposed works with time frame, display of proper sketches, proposed budget details, seeking suggestions from the Owners, incorporating valid points in the suggestions... Such positive and transparent actions would certainly boost confidence among the Owners in the activities of MC. Would it be wonderful feeling and assurance for the Owners of Swapnil Apartments if such timely actions are forth-coming from the MC...??!!

Glad to see our Association has raised vouchers for above works, which is supposed to be a major work to our building crossing more than Rs15L.
May I suggest the Association to circulate to all Owners the budget for...
(1). painting works
plus essential works to be simultaneously done (to minimize the disruptions).. viz
(2). ground floor lobby beautification's
(3). health club refurbishment
(4). external paving works
(5). other urgent works that needs to be done.
Then lets have a general consensus of the gross works to be done in one-go and raise sufficient funds accordingly.
Meanwhile the entrusted Committee could work on:
- pre-qualification documents from reputed paint companies (Asian Paints, Dulux, Nerolac, etc.. etc...)
- detailed scope of work to be prepared & strict time frame to complete... (this is very much required to evaluate apple to apple when we receive the bids). Detailed scope of work shall be circulated to all Owners to incorporate Owners practical suggestions & inputs, before tender.
- opening of sealed bids (strictly based based on detailed scope of work) and evaluation

atleast 3 proposed colour layout pictures/slides to be obtained from each tenderer and displayed in the notice board
I am sharing my few thoughts... so that all Owners actively start extending their support to our Managing Committee in their effort to maintain and beautify our building.
