I exclusively buy an ea play pro subscription just to play fifa 23 and there was no clear indication that 23 won't be available. 22 was ! And even the in the ea store you were saying "pre order the game and play early"...
So i have a fix and workaround, it seems that this problem is only applying to certain regions. firstly check if your region is set correct in windows settings. if it is and you still having this issue, just use a good vpn and use united kingdom as your store region and vpn connection. you will then be able to play/download fifa 23.
