Still no connectivity with High Power (PepWave 400) and Strong Signal (15db antenna) and within 175 ft to the access point

I used to use PepWave Surf 200 to connect Milpitas Wi-Fi. It was
good in 2010 and the first half of 2011. Then, it came the "UPGRADE"
in Aug - Nov. 2011. All of sudden, I have to struggle with
connectivity daily, up to 90% downtime! I'm pulling my hairs daily.
After long waited "network stabilization", I decided to upgrade my own
equipment in attempt to improve my connectivity. I upgraded from
PepWave 200 to PepWave 400, double the transmission power. Then, I
upgraded the antenna to Hawking High-Gain 15dB antenna. The antenna
spec. says it's good for 2,000 ft transmission distance. I measured
the distance from my house to the Access Point: merely 175 ft, less
than 10% of the antenna spec. I must have good connectivity now,
right? WRONG!!! Well, may be not 90% downtime. May be only 70%
downtime.

What else can be wrong???

For one thing, the stupid "Term & Conditions" thing definitely make
things worse. When connectivity intermittently lost, at re-
connection, the stupid system will always ask to Accept Terms &
Conditions again, instead of just re-connecting. Hence, every day, I
don't know how many times I have to click the Stupid Accept button, no
less than 20 times a day.

Any Expert out there??? Can you guys fix the problem to make Milpitas
Wi-Fi usable?
