I have come across a bug or possible misunderstanding on my side. When trying to checkout a specific revision via cmd-K or window toolbar buttons I always get the latest revision instead. At first I assumed that was due to a corrupted repo, but that turns out to not be the case.

I can select a specific revision in the repo window and it will export without problems using the window's toolbar button. Checkout with the same settings always will checkout the very latest version in the repo instead. Performing the same operation using drag & drop seems to work fine and the correct version is checked out. This is Version 2.0 (2.0.017068) on macOS 10.13.4.

This is indeed a bug in svnX.

The best workaround I can think of at the moment is to Checkout HEAD and then Update the Working Copy to the required revision (by option-clicking Update tool in the Working Copy window).
