Is there a chance an svn 1.8 is in use somewhere? Possibly updated the local working copy? I've seen that message somewhere the past week or two but don't remember for sure it was related to updating to TortoiseSVN 1.8 on Windows machines. I think it came from a Visual Studio SVN plugin after TortoiseSVN and the local working copy was updated to 1.8.
1.8 requires rewriting the local .svn files in a format which is not backwards compatible. Yet 1.8 doesn't have any issues talking to an earlier server.
