I can only guess something is wrong on your server configuration.
Your file put on my server unchanged works perfectly:

I'd strongly suggest to follow the manual and use the configuration test
"SVG Web comes bundled with a simple testing file to help you isolate
MIME type issues. Simply upload the SVG Web distribution to your web
server and then navigate to src/tools/config.html; this page will
report to you whether all your MIME types are set correctly."

I have to admit though that I run into the same problem on my local
server right now as you do, even though the mime times on my local
server are all set correctly. Still. What irks me is that Chrome's
JavaScript console reports that it is looking for the svg.swf file in
the top level directory where it clearly isn't and shouldn't – that's
why we get a "movie not loaded" error.
Sorry I just don't have enough time to check this thoroughly right now.

This is what the correct mime-type test looks like

And I now get the same on my local apache 2 after following the
setting described in
http://code.google.com/p/svgweb/wiki/ChangingServerMIMEType
Still my local server doesn't display your file while my server at
vis.uell.net does
I also checked permissions on all the files and the should also be ok.
It also seems to affect only examples that don't run an onload script.
Well, I may need to sleep over it, probably something very simple.
