Final reminder about tonight’s Working Group #3 meeting at 6pm, 441 4th St, NW (1 Judiciary Square), Room 1114, as well as a few attachments for the meeting.
- The poll on the vision statements was a bit like the Iowa Caucuses this year, with no clear winner… Attached is a 1-page analysis of the results. The bolded results were the highest vote recipients, and the gray highlight shows the highest overall score for each of the questions. We’ll try to finalize somehow tonight, but we may need to nominate a few people to do the final word smithing.
- I’ve also attached the STAR Transportation Objectives. These were developed by ICLEI as part of their STAR Communities Initiative to create a local government sustainability rating system. These can provide food for thought and perhaps a starting point as we discuss goals and actions.

I am not able to attend tonight’s meeting. I would endorse Andrea Peet’s comments below. Also, regarding transit fares, they can be kept at reasonable levels without imposing an undue burden tax on the general public. This can be accomplished through value capture. In other words, transit creates enormous land values adjacent to the stations. These values end up as windfall profits to those who are lucky or shrewd enough to own land next to the stations. If this value were recaptured by the public, it could be used to support the transit that created the value, thereby making transit financially self-sustaining to a greater degree. Funds could also be used to create affordable housing opportunities near transit. Those landowners responsible for paying would pay in proportion to the benefit that they receive. This makes the payments equitable, understandable, and more like a user fee than a tax.
