Today is the official start of the Oregon Legislature's short session, meaning there's only 5 weeks to get bills passed. We're excited to have legislation on this session's crowded agenda that will shape the future of micromobility in our state, HB 4007. To ensure safe, smart micromobility regulation moves forward, legislators need to hear your support for this bill today.

What HB 4007 Does:
HB 4007 establishes uniform safety standards for e-bikes and other micromobility devices. By creating clear and enforceable classifications and rules, this bill helps protect riders, reduce crashes, and improve street safety for everyone. Standardized helmet and device regulations ensure that everyone, including young riders, are traveling safely on Oregon’s streets and trails.

 

The Specifics:

  • Defines a micromobility device as including a propulsion system that provides assistance up to a speed of 28 miles per hour (mph), while distinguishing them from e-bikes, e-scooters, mopeds, motorcycles, and wheelchairs.
  • Requires all riders under 16 to wear a safety helmet and that they must be at least 14 to use a class 1 e-bike or e-scooter that provides power up to a speed of 20 mph.
  • Creates offenses of improper sale or lease of a vehicle and selling imposter bikes, punishable by maximum fine of $250.

Right now, Oregon has no consistent requirements around the sale and use of these devices. As a result, imposter bikes, devices capable of exceeding the maximum speed requirements for e-bikes are being deceptively sold and marketed to Oregon consumers, resulting in adverse safety outcomes.

Submitting Your Written Testimony
Just a few minutes of your time can make sure lawmakers understand the real-world benefits of micromobility and create a foundation of safety for their use. Our representatives need to hear from you —  the people who ride and work with e-bikes, scooters, and other micromobility devices — that you support these policies.

 

By submitting testimony in support of these bills prior to the hearing, you are telling lawmakers to put Oregon back on the map as a leader of transportation innovation.
