Are safe houses the only way?

Safe houses are expensive to support.  With several thousand slaves in Chicagoland we need alternative methods to house and rehab them.  We need new ideas. 
-Foster families for minor Trafficking victims?  It needs to be researched first.  Please post your findings here.
-What about emergency housing for a large group of labor victims.  L.A. freed 80 in one factory overnight in the 90s.  If that were to happen here we wouldn't be able to handle it.  Plans need to be made.  Possibly with pads for temporary shelter.  We need someone to make the plan and get it set up on a contingency basis.  Then let the NGOs and law enforcement be aware of it.
-Foster care for adults in an exchange student style agreement.  There are problems to be overcome.  Inventive solutions will be needed.
  At this stage it is research, but then action groups need to be formed to implement these ideas.  The rescue groups are gearing up to free larger numbers and the current safe houses won't be able to handle the load.  Too many will return without more solutions.
