For cheat engine You will not be banned, because You only hack your profile, not the game. If you can use the cheat engine, then hack.
And if you have not seen a profile in the folder My documents / Euro truck simulator 2 / profiles, then you need to go to the game, in the profile selection menu, click on your profile with one left mouse button-- > Change-->Remove the check mark " Use with steam cloud".

Recruitment agencies can be found in most larger cities of Euro Truck Simulator 2 and American Truck Simulator. All recruitment agencies have to be discovered first by passing the street in front of it and after that they will be marked with on the map.
