I signed in to twitter on Supertweet.net and now I'm being asked for
an application. I have no idea what this is.

You're registering the application (code) you're developing with the
API, our analog to: https://dev.twitter.com/apps/new

It helps us to know how developers are using the SuperTweet.net API,
what kinds of applications you're developing, on what platforms etc.

I just signed up and am I'm having the same problem. I'm not a
developer - have no application - just want to use supertweet with a
product which can;t handle oAuth - so what am I supposed to put here?

You can't use supertweet for that purpose - probably came here from
rainmeter, right? Quoted from the uses page: "It is not applicable to
websites, Twitter clients, or other applications that make Twitter API
calls on behalf of users other than the developer of those
applications. In other words, if you didn't write the application or
script for your own purposes, then Supertweet.net is not the right
answer. "

I suggest someone update the information provided in step on the
documentation page.
