This is about the third time I've seen this story from various papers, but the "local" paragraph, a seemingly innocuous musing on how the idea is no good in this area, seems pretty much identical.  Only the name of the town has been changed to appear to be some local person's take on the idea.

Actually, when you see more than one article, it seems very orchestrated to me.   Would it be paranoid of me to suggest that there is a conspiracy a foot?
