Below is the web site for AASHTO's recommendation for a national rail transportation network.  Look especially at page 18 for their national plan.
 
There are some "gaps" in their plan, but it includes many of the routes we would want.  Missing is a route from Dallas/Fort Worth to west Texas and Denver.  Also missing is any passenger service in the Rio Grande Valley.
 
On the national scale, there is a gap between the California Zephyr route and the Empire Builder route.  But service would appear between Los Angeles and Las Vegas, and also in Phoenix.
