Don't know where Mr. Smyth gets his info, but freight trains don't get highway funds. Railroad companies don't get highway funds either. Railroad companies may benefit from the monies the States and Federal government spend on freeways and state highways to eliminate grade crossings, etc. Most often, if grade crossings are eliminated, the railroad has to put up a percentage of the cost.
State Constitutions vary, but here in California, highway funds can be spent on only a very restricted set of circumstances. Railroads are not one of them except as noted above. Commuter railroads, and local rail transit may apply for "guideway" projects, but they are not "railroads" by definition.
