sunpy 3.1.8

Dear all,

The SunPy developers are happy to announce a surprise bugfix release of the 3.1 sunpy series, 3.1.8. The full changelog can be found at https://docs.sunpy.org/en/v3.1.8/whatsnew/changelog.html.

Although sunpy 3.1 is official end-of-life, a particularly nasty bug that would transpose data when calling `.rotate()` found it's way into sunpy 3.1.7 (sorry!), so we have put out another bugfix release. This bug is not present in any release except 3.1.7.

As always, you can update using the following commands. These specific commands will prevent upgrading to version 4.0 of sunpy.

Pip users: pip install --upgrade "sunpy<4"

Conda users: conda update sunpy<4"
