sunpy 4.0

Dear all,

The SunPy developers are pleased to announce version 4.0 of sunpy core. The headline new features in this release are:

• Improvements to map and image rotation
• Improved return types of HEK queries
• Ability to draw Carrington coordinate grids
• Better printing of metadata

To update using pip run:

> pip install sunpy --upgrade

and to update using conda run:

> conda update sunpy

As always we would be greatful if you could report any issues you find at https://github.com/sunpy/sunpy/issues. The final bugfix releases of sunpy 3.0 and sunpy 3.1 have also been released today.
