Hello Mr. Bledowski -
Thank you for taking the time to talk with me today regarding the proposed Options High School. Per our discussion, please find attached a copy of the Notice of Application that was sent to property owners within 500' of the subject site. We have additional files with more detail available at the Planning and Community Development Department if you would like more information. As I mentioned, this project requires three decisions in order to move forward, a Conditional Use Permit (CUP), street vacation and SEPA threshold determination. A public hearing for the CUP and street vacation is tentatively scheduled for May 18th. You may submit comments on the proposal up until about a week prior to the hearing so that we have time to evaluate and include in the printed hearing packet and you may also attend and testify at the hearing. I also wanted to include a comment from an email that Dr Baker of the school district recently sent to another concerned citizen about the review process to date:
From Dr. Baker - Planning associated with all of our projects, including Options, involves a committee comprised of staff, parents, community members and for high school projects, students. The planning committee for Options was formed in February 2015 and I sent a letter dated February 3, 2015 to our neighbors (all property owners within 500 feet) inviting them to apply to serve on the committee. As the project progressed, two other letters were also sent to our neighbors, one on June 8, 2015 inviting them to a project update meeting that was held on June 17, 2015 and the other dated January 22, 2016 inviting them to a meeting as part of the Conditional Use Permit process. The purpose of those meetings was to provide information and seek input on our current thinking. If people were unable to attend those meetings we invited them to follow the project and the committee’s work at the project website (http://bellinghamschools.org/newoptionshs). Building elevations and models showing a 2-story building were presented at the meetings and have been shown on the project website for quite some time. In addition, we include facility updates in our community newsletters that are mailed to every household and business within district attendance areas; the fall edition of Inside Schools featured a photo of the design concept for the new Options on page 6.
