Sunny should be able to qualify as the required documentation is fairly minimal. All that is needed is something like a utility bill, drivers' license, bank statement, etc. listing a San Francisco address.

In general San Francisco is probably the best place to be for people with disabilities. Even SF State has a department dedicated to these issues.
