Strong Lokpal, with weak judiciary is bound to fail

The reason why Lokpal is sure to flop is tollowing:
Even if the Lokpal controls the CBI, it will have no contro over the
courts. These seem incapable of convicting any resourceful person
beyond appeals with his or her lifetime. Little will be aceived if the
Lokpal initiates a thousand cases that then drag for decades, with the
accused out on bail.
Two examples are before us: [1] Murder case of L.N.Mishra, former
chief minister of Bihar and right-hand man of
Indra Gandhi, dragging
on for 37 years after his killing in 1975, and
[2] The corruption case of
Sukh Ram, former telecom minister, has gone for 16
years. Sukh Ram is 85
years old and ailing, and may not live to hear the
Supreme Court`s
verdict.
