TheIURC has held public field hearings in this case in Terre Haute, Bloomington, and Fishers. A fourth field hearing is scheduled for Aug. 8, 2024 in New Albany. It will start at 5:00 p.m. at the New Albany Central Branch Auditorium of the Floyd County Public Library (180 West Spring St.).

All publicly filed documents in IURC Cause No. 45253 are posted in the Commission's case file, including consumer comments filed by the OUCC. Issues regarding ash pond closure costs and a proposed electric vehicle pilot program have been moved to separate subdockets.


Duke categorizes the status of faculty and staff to make distinctions in benefits and conditions of employment and to aid in better understanding of employment relationships with Duke. Such distinctions allow for various relationships to have access to Duke resources in support of mission driven activities.


All University faculty and staff hired to regularly established classifications at a Zero Rate of Pay are not eligible to accrue or use vacation, sick leave or paid holidays. All DUHS faculty and staff hired to regularly established classifications at a Zero Rate of Pay are not eligible to accrue or use Paid Time Off (PTO).


Management centers, departments, and central Human Resources will audit all individuals who have not been paid in the last 18 months (including both zero rates and non-zero rates) and will coordinate witht the applicable departments to terminate their active employment status in iForms.


Individuals that will not be paid but require a formal business relationship, or a business need for a Duke identity, can request "affiliate" or "guest" status through the Sponsored Guest Tool at the Identity Management Office.


All faculty and staff hired to regularly established classifications at a Zero Rate of Pay must be hired through a Hire iForm. In addition to the iForm, an electronic I-9/E-Verify Form is still required and the Background Check Form must be completed and submitted (as appropriate). Departments should take into account the deadlines issued by Corporate Payroll Services to ensure a Hire is processed within a specific pay period.


All faculty and staff transferring into regularly established classifications at a Zero Rate of Pay must be transferred using a Rate and Schedule Change iForm. If a transfer occurs from a benefits eligible position to a Zero Rate of Pay (benefits ineligible position), all deductions will be delimited and benefits will be automatically cancelled as a result of the iForm being processed. Departments should take into account the deadlines issued by Corporate Payroll Services to ensure a Transfer is processed within a specific pay period.


Duke employees who work in a regular job position for 20 hours per week or more are eligible for the special Duke Employee Tuition Rate Program. Full-time Duke students and individuals working as temporary staff through Duke Temporary Services do not qualify for this program.


The completed Employee Special Tuition Rate Form must be received by the Office of Continuing Studies prior to the first day of class for the semester or term of the grant request. A new form must be submitted each semester you are taking courses.


The Duke Employee Tuition Grant may be used for a maximum of two courses in a Fall or Spring semester or one course per Summer term, whether enrolled for academic credit or audit.


NOTE: Employees who meet the requirements for the Employee Tuition Assistance Program (ETAP) may choose to have their $975 Duke tuition charge reimbursed after successfully completing the course if they apply and are approved by Duke Human Resources by required deadlines. ETAP does not reimburse audit fees.


Special employee tuition rates pertain to courses numbered from 1 to 499 and include courses sponsored by Trinity College of Arts & Sciences, the Duke Marine Lab and the Sanford School of Public Policy.

The Continuing Studies Admissions Committee, composed of representatives from Undergrad Admissions and Continuing Studies, will carefully review your application (especially your essay), your letter or letters of recommendation, and your transcripts to assess your likelihood of success in the Duke classroom. The Committee typically meets 5-7 business days after the application deadlines (August 1, December 1, April 15, and June 1) and immediately announces its decisions.


Duke offers two separate and distinct educational assistance programs for employees. One of these is administered by Duke Human Resources and bases eligibility upon work schedule, length of service and other factors. For details see the Duke Human Resources Employee Tuition Assistance page.


Some employees may qualify to use both the HR plan (referred to as ETAP, Educational Tuition Assistance Plan) and the Employee Special Tuition Rate Program together to take coursework for academic credit.


Duke classes are fully accredited and eligible for transfer credit. Remember that it is the receiving college or university that will determine how much transfer credit you may use towards graduation requirements and whether transfer credit can be used to satisfy requirements for a major or minor.


If you apply, are admitted, and register for a Duke course, you will also be charged a $120 Duke transcript fee. This fee provides you access to an unlimited number of Duke transcripts over your lifetime for no additional cost.


Unfortunately, Duke is not permitted under federal law to offer graduate courses at a reduced tuition rate. This is also true for undergraduate coursework taken to fulfill the requirements of a graduate degree.


To enroll for academic credit in the fall or spring you are required to submit a regular non-degree undergraduate application, along with transcripts, one or more letters of recommendation, and a $35 application fee. Fall and spring semester courses are approximately fifteen weeks in length.


Organized Research applies to research and development activities that are separately budgeted and accounted for and have definite objectives; includes sponsored and internal research. Federally-funded clinical trials are considered organized research.


Grants or contracts will not be subject to more than one F&A cost rate. If more then 50% of a project is performed off-campus (in space not owned or leased by Duke University, or in space where the rent is directly charged to the sponsored project), the off-campus rate will apply to the entire project.


Instruction applies to those activities offered through regular academic departments or other units, such as summer school, whether they are offered for credit towards a degree or on a non-credit basis. This also includes instruction, course and curriculum development, academic advising, and scholarly activities such as preparing papers, delivering papers, attending seminars and professional society meetings.


For sponsored projects that 1) are funded by a non-Federal sponsor (with non-federal funds) and 2) does not include F&A cost recovery at the prevailing Federal or industry rates, it is permissible to recover F&A costs by direct charging costs attributable to that project that are normally treated as F&A costs. Examples include clerical and administrative salaries; space/facilities; routine postage; cell phone; memberships; subscriptions; and local area network expenses.


In contrast, significant increases in the cost of housing, food, and healthcare force Hoosier households to make tough decisions daily. It is immoral and unjust that Duke is requesting such a dramatic increase as so many of their customers struggle to make ends meet.


High fixed charges and declining block rates disproportionately impact low- and fixed-income households (seniors, people with disabilities, households with children, and other vulnerable populations). They also penalize households that conserve energy and make their homes more efficient.


This is especially true when it comes to coal ash - a toxic byproduct of using coal for electricity. For decades, Duke has been improperly disposing of coal ash by dumping it in unlined pits at their power plants. This toxic sludge, which contains neurotoxins like arsenic and lead, is already leaching into our groundwater and much of it sits next to critical waterways like the White, Wabash, and Ohio rivers.


Please join us and speak directly to Indiana utility regulators about how this rate hike will impact you and your family! Here is a template you can use to help you craft the comments that you want to deliver to regulators. You can print it off and bring it with you to read at the podium. You can also submit handwritten comments at the public field hearings if you like.
