Attached please find a statement entitled "Rejection of Sham December
2026 Elections and Call for Inclusive Dialogue for a Neutral
Transitional Government" from the opposition United People’s Alliance
(UPA) which "categorically rejects the decision announced on June 22,
2026, by the National Elections Commission (NEC) to fix December 22,
2026, as the date for General Elections. This decision is not only
illegal and unconstitutional, but also represents a deliberate attempt
to subvert the search for peace in South Sudan, the final act of
abrogation of the Revitalized Agreement on the Resolution of the
Conflict in South Sudan, 2018 (R-ARCSS, 2018) and a fatal violation of
the National Elections Act, 2012 (as amended, 2023). By requesting an
illegitimate incumbent government to amend and bypass critical
transitional clauses, the NEC has abdicated its duty as an independent
body and has instead become complicit in perpetuating authoritarian
rule..."

While this may be regarded as a partisan political statement by a
single opposition alliance, nevertheless it raises legitimate
questions and concerns about the proposed elections and the failures
by the government to be bound by the conditions of the R-ARCSS.
