Planning to upgrade from SVN 1.7.14 to SVN 1.10.2
Repositories are on a filer.

Is it possible to upgrade and get the benefit of SVN 1.10.2 version features without load and dump?

You can check the release notes in https://subversion.apache.org/docs/release-notes/1.10 (edit the URL slightly to check 1.9 and 1.8) for details especially the new feature compatibility matrix. TLDR: No.

Is there a reason not to upgrade to 1.14? 1.10 will be out of support this spring (2022-04-13).

You get nearly all of the benefits simply by upgrading. You do not
need to dump/load. As noted, you ought to try to move to the 1.14.x
release if at all possible.

It makes sense to consider upgrading the FSFS format of repositories with the `svnadmin upgrade` command. See https://subversion.apache.org/docs/release-notes/1.10.html#fsfs-format8.

Few have already have few instances on 1.10.2.
to keep all other instances consistent we are upgrading to 1.10.2.
