Downloading problem with Cobalt 2

When posting questions you can help us answer you more quickly if you make sure you include some basic information:
  • Subsurface 4.8.1 
  • Windows 10 (version 1803 - latest)
  • Atomic Cobalt 2 (v 2.460 firmware - latest)
I'm unable to download dives with Subsurface.  Here is the error in the log:
Subsurface: v4.8.1, built with libdivecomputer v0.7.0-devel-Subsurface-NG (8f4945dc1e83c53ed9d2cdbaaa16e7b117df1f32)
ERROR: Failed to open the usb device. [in /home/travis/build/Subsurface-divelog/subsurface/libdivecomputer/src/atomics_cobalt.c:117 (atomics_cobalt_device_open)]

I do have the green "connected" message on the Cobalt, and if I switch to Cobalt's logbook software it downloads fine.

Any suggestions?  Thanks!

On Windows we sometimes run into the problem that a different application will keep "owning" the device and thus prevent Subsurface from opening that device.
When you run Subsurface, is the Cobalt app still running?

I closed the Cobalt app and even tried Subsurface first after a clean reboot of my PC, so I don't think that's the problem. However, perhaps something else is 
 I also tried running Subsurface using "run as administrator" in case it was some kind of permission problem.  I also tried playing with the compatibility mode settings of Windows (set Subsurface to run in Win 7 compatibility mode).  Still same problem ...
