I'm pretty new to this but is there any way to have it work with
Rails3 and Ruby1.9 ?

Sure upgrade them and hack and crack and make sure the unit tests work
and the plugins are compatible and submit a patch :)

Rubyjedi actually made a Rails 3 version.

I really don't have a lot of time to work on Substruct anymore, so I
haven't merged it with the official branch.

YMMV.
