[VOTE] Update governance to allow for Contrib repos

Hey All,

As discussed on PR [1], we'd like to add the concept of -contrib to our governance doc. Since governance changes are specified to be done via email vote, I'm starting a vote here. 

Binding votes for this vote are limited to the SMC but everyone should feel welcome to voice your opinion.

-1: I do not support the proposed changes.
