[DISCUSSION] New Committers

Hello All,

I've been doing a number of reviews on substrait-java in the last couple of months, and I've noticed repeat contributions moving the library forward from the following contributors:

• Andrew Coleman / andrew-coleman
• Mark Lewis / bestbeforetoday 
• Niels Pardon / nielspardon

All of these individual have been doing great work, and I think they would be great candidates to become committers. As such, I would like to put them forward here.

Hey Victor, this sounds like a good idea but I must admit I haven't been as close to the java project recently. Can we get some thoughts from others in the community?

Since Andrew contributed and has been pretty much single-handedly extending and maintaining the Spark support in substrait-java/spark, he seems like an obvious candidate to me.

I'm biased as I work with those three but we as a team have a long contribution history to open source; both in work related projects but also a few side projects as well.

+1 to all three. I haven't been very involved in Java but surveyed their work real quick and comments and all looks good to me!
