[VOTE] Add YongChul Kwon (yongchul) as SMC

I'd like to propose adding YongChul Kwon (yongchul) as a member to the SMC.

YongChul has been a consistent presence in the project starting in late 2024, in issues, PRs and our biweekly syncs. He has been an active participant in a number of specification changes, both proposed by himself and by others, and he has proven himself to be thorough reviewer. I think his feedback has greatly improved a number of proposals, including most recently the dialect work, and that his presence on the SMC would be of great benefit to the project.

Can we do a discussion thread before putting things to a vote (this one and the other vote thread). If we have a consensus, then a vote is warranted. This avoids the awkward situation where people feel uncomfortable voting -1.

I think both of these proposals are a good idea but I want people to be able to chime in before we move to vote.
