[ANNOUNCE/DISCUSSION] Replace substrait-csharp repository with Microsoft open-source donation

Hello community,

We are pleased to announce that Microsoft has open-sourced the Substrait C# library under the Apache 2.0 license:

This work was a joint effort by Jesus Camacho Rodriguez and YongChul Kwon. We would be happy to donate this codebase to the official Substrait community to help build and support a stronger C# user base!

To that end, we would like to gather community feedback and the PMC's thoughts on replacing the current official substrait-io/substrait-csharp repository with this donated codebase.

Below is a brief summary comparing the current state of both repositories:

  • substrait-io/substrait-csharp (Current):

    • Empty implementations for 8 Relations (Rels)

    • Limited recent commits around type support

    • No expression support

  • microsoft/substrait-csharp (Proposed Donation):

    • Fully encodes and decodes TPC-H benchmark queries (Rels, types, expressions, and extensions)

    • Includes schema handling, type derivation, and validation

    • Comprehensive test coverage

Given the feature completeness and test coverage, we believe bootstrapping the official repository from this codebase will significantly accelerate C# adoption in the Substrait ecosystem (acknowledging, of course, our bias as contributors!). If the community agrees, we plan to move all our future C# development directly to the community repo.

This is great news! I believe the current repo has seen little love in a long time. I fully support moving to a more complete and healthy repo. I’m not sure what current usage of the existing repo is. If you use it, please raise your hand.

YongChul, can you share if this is already used in production?

The code is not yet used in production yet, but we use it for testing. Hope you are not too disappointed! ;-)

I support this as well. I would recommend renaming the existing repo (and later archiving it) so we can keep the nice substrait-csharp repo name for the new library.
