"Forbidden" message, can't download.

I get the message bellow when I attempt to access the URL to try to download and install offline.

         Forbidden

         You don't have permission to access /substeps/eclipse/stable/ on this server.

I have tried to install via Java EE but it doesn't work.

Is it possible to download from the URL - http://code.technophobia.com/substeps/eclipse/stable/ instead and then install fro a local path?

Sorry guys, It is an issue with company Firewall.

I managed to copy the latest version 2.7 from another colleague and let me install and worked ok.

We've now enabled browsing on this directory so you will be able to download the plugin via a browser and install separately.  Thanks for reporting!
