CAADAC New "License"

I have read their stuff.  Is anyone aware of a precedent, even in another field where w license was issued by a non-governmental agency?  

I recognize the "validity" of following the ICRC structure (at least with the reciprocal, the non is inappropriate) but I am not sure about the precedent it sets legally.  

Anyone have any information on the legal issues involved in this?  

Also-how will this be treated with medical reimbursement?
