Submariner 0.11.0 release

Hi all,

We are pleased to announce the release of Submariner 0.11.0:

This release mainly focused on stability, bug fixes, and improving the
integration between Submariner and Open Cluster Management via the
submariner-addon.

* subctl cloud prepare command now supports Google Cloud Platform as
well as generic Kubernetes clusters.
* --ignore-requirements flag was added to subctl join command which
ignores Submariner requirements checks.
