2FA authentication & Codeowners

During today's meeting we talked about enabling 2FA authentication enforcement

on submariner-io.

If you don't have 2FA enabled on your github account please follow [1] before the end of June as we will be enabling 2FA enforcement the 1st of July.

We also discussed about another change we need to make: currently we have

commit permissions running in parallel from the org teams, and the codeowner files.

For the 1st of July we'd like to clean up those org teams, and use only CODEOWNERS,

so if you have commit access to anything like lighthouse, the operator, shipyard,

the website, ...  or you believe you're a good candidate for specific parts of the

submariner codebase please follow the guide here [2]
