enhancements repository

Following the U/S meeting brief discussion today, I have created the submariner-io/enhancements

repository: https://github.com/submariner-io/enhancements

Where we can send enhancement proposals to the various submariner projects,

(try to follow the kubernetes KEP template as much as it makes sense for submariner, ignore

anything that does not make sense [1]. Later in time we will fork that template making

a submariner version.
